If the parts manual says that's what you need, that's what you need. There is no better reference.
That said, you can't trust ebay sellers to be accurate. They are just selling things to make money, and don't necessarily know a thing about what they're selling. Same goes for the manufacturers who make the reproduction tachometers.
Odds are pretty good the part number is copied, and accurate. It is very easy for someone who doesn't know IH tractors to think a 300 Farmall and a 300 Utility are the same, or not even know that there's a difference.
Even if the unit has the correct part number, the manufacturer is not bound by anything to make it an accurate reproduction. Regardless, you may get a "looks similar" item, not necessarily "exact."
You're taking a chance regardless of who you buy from unless you can find someone local who will let you inspect before you buy.
