The PTO bull shaft is located behind the belt pulley housing or the belt pulley delete plate. To investigate you remove the belt pulley housing or the delete plate then remove the bolts that hold the bull shaft in place. You do not have to remove the PTO shaft or the housing around the PTO shaft. The PTO shaft is driven by a single gear off the bull shaft. The bull shaft has a sleeve that slides over the PTO bull shaft using the PTO control lever at the rear right of the housing to engage or disengage the PTO. It is possible to assemble the shaft in such a way the control lever does not work, that is the forks are not properly aligned over the sleeve. The forks may be damaged or broken. The sleeve is the part that slides into a matching cog at the front of the transmission to engage the PTO or disengage if slid to the rear. If you disengage the PTO with the bull shaft out you are going to have a tough time getting it lined up to reassemble without removing the top cover of the rear end. I suspect that you had better plan on doing that from the start. Let us know what you find when you get in there.
