Dumb Question

i know this may be really dumb but i just wanna know the answer. Is it only 1 wheel that spins on a 2-wd tractor or truck all the time and until that wheel slips does it throw the other wheel in? someone was telling me that and i always thought that each wheel turned indep. and if you had pos. traction you could lock them both where they spun together? I just want to know, do both wheels turn or does just 1 turn and the other 1 kick in when the one that always turns slips? sorry for such a dumb question! :^) Thanks in advance!!!
