450 Govenor

I need a little help with my govenor.It has not work since i bought it last winter.I replaced the big spring in the oil housing some one had bolted some iron in place of the spring.I cleaned and checked for any thing that might be sticky and it all moves freely.It starts and runs great but has no balls under a load. I also have a 400 so I sat them side by side and compared and I really am kinda stumped. any help would be helpful thankyou in advance Owen
