Help for the Governor

I have a speed control problem on my 400. When baling hay when I go up hill I have to increase speed and when I go down hill I have to decrease speed. Today I removed some play from the throttle linkage and adjusted the governor acording to the book. I notice that when the thing is running I can move the throttle about 1/3 open before the motor speeds up. I removed the governor cover again and the lever that has the high and low speed stop screws moves but the motor does not speed up. When the motor speeds up there is about 1/8th inch between the low speed stop screw and the housing. Shouldn't the speed increase as soon as the lever inside the governor starts to move? Is the governor worn out or do I still have it adjusted wrong? Thanks for the help. Time to have a cup of coffee and sit on the deck. Be back later.
