Well ya got a seal that is not sealing somewhere . And it is like this I don"t even screw with injection pumps as i do not have all that it takes to work on them they are not carbarators and setting and testing has to be done on a test stand as just one littel wrong twist of a screw could cost and engine and i like to see waht it is doing on the stand before i put it on the engine then i have a base line to work from as far as turning it up . If ya screw up the govener and put it on the tractor and start the tractor and it goes wide open ya may not be able to shut it down sorta like the old Detroits when and injector stuck and held the rack open if ya could not force it to the shutdown then the best thing to do was RUN as fast and far as ya could , on a stand if it stuck all had to do was turn off the switch and it was back to square one . SO the best thing to do is take the pump off and find and OLD TIMER THAT KNOWES THE OLD PUMPS and have them go thru it and replace the cam bushings and replace all the seals and set it to spec. + 10% and life will be good.
