First off change the hdy oil and filter . If no change in anything then ya got a problem with the Mcv pump and or the MCV it's self with out running a pressure test and a flow test you are shooten in the dark as to weather it is a pump problem or a spring or a sticking valve . On the PTO may be a littel air getting sucked past the suction line seal or a bad pump on that one , Maybe low oil level
