M's plugs, gas tank strap, and wire sizes

Took the gas tank off to clean and rid the insides of rust and noticed a strap on the underside running from the left front bolt tie down to the right front bolt tie down. Was this part used for cushion and was it rubber or leather? Anyone know the size wrench used for the transmission fill plug? All the wiring looks original and in definite need of replacement. What guage wire was used for the switches, ammeter and distributor?
