Do you have the shafts out? You are certain they measure what you say? Seems like you should be able to locate a sleeve for that. Seems like a standard inch size 1-33/32 but maybe not real common. Check directly with an industrial bearing supplier in your area. They have catalogs of all the manufacturers. Like anything else you can get sleeves made of lots of different materials with different wear characteristics. Some are stainless steel, some are carbon steel, some are plain steel with hard chrome plated wear surface, etc., etc.. I fixed a set of tractor axle shafts with a similar problem once by having an automotive speed shop grind the seal area diameter .015 undersize, installed the same shaft seal and no sleeve. A little less expansion of the new seal lip but they never leaked. One way for you is to have the shafts ground to fit that sleeve you found at 1.523 nominal. It is not uncommon to grind the shafts to prepare for the sleeve.
