Similar symptoms on my Cub (also let to the weather for a number of years)did not clear up until I did a really, really good cleaning of all the jets and passages in the carb and then sealed the gas tank. The brass port between the bowl and main jet was full of gunk that wouldn't come out with a standard cleaning. Someone on this forum recommended a 1 to 4 muratic acid to distilled water mix to clean the parts. Leave the brass parts in only for 3-5 minutes and the body for a bit longer. Follow up with a dip into a gal of water containing a 1/4 cup of baking soda, and a rinse with hot water. I rinsed the parts with acetone at the end to eliminate water. You may be surprised by the trash that comes out, even after your previous cleaning.
