I think that if you tighten the bumper too much, you will increase your idle speed and adjusting the carb won't help. The governor is opening up the idle. If that is the case and the rpm is still flucuating, sounds like a broken spring in the governor. Maybe Gary can give us some more help. Good luck, Bill
