Its always sad to hear about stories like this. It sounds like the neighbors are being neighbors. When you live in the high rise jungle, your neighbor can die, and you probably didn't even know him. I see this same thing starting to happen in the rural area where I grew up. Neighbors aren't dependent on neighbors like they used to be. I guess they aren't depending on neighbors help at harvest time like it used to be.
