Dave, I'm guessing that tthat picture was taken sometime during the war. It was not uncommon for IH and other manufacturers to show women operating tractors and other farm equipment since there was a shortage of farm labor at that time. Also some of the wartime models came without lights or starter, and were added on by the dealer. These items were many times black, as they weren't painted with the rest of the tractor. The vertical rod is in all probability what you think it to be, a device to sight in the marker groove. Sighting the marker groove was not the easy to do on the A's or B's because of the offset position of the operator.
