Carburetor and Governor Problems

I cleaned the carburetor on an H and found a lot of material inside where the fuel adjusting needle fits in. The material looked like the packing that's used in plumbing that is a string of material and metal looking "stuff". I cleaned it out and now it drips. I got a carb kit - the instructions in the carb kit say to "install the fuel adjusting needle and packing nut" and doesn't picture the packing nut. In the kit there is metal piece 3/8 inch long that I expect is that packing nut because the material looks to be a soft metal like what I dug out. There is also a felt piece in the kit. Can someone tell me what goes where with this rebuild kit? The second question is the governor. Last fall the motor would only idle and barely run. I took the governor plate off. Everything was hooked up, so I sprayed WD40 on things, closed it up and it ran OK. This spring it will only idle again. Suggestions? Thanks. DH
