IH Model 240 engine speed

I just completed a top end rebuild on an early 1960's IH Model 240. It started up fine and idles smoothly after I adjusted the valves and carb. The problem is that it won't rev up to the high rpm's. This problem was there before I worked on it and I noticed that the previous owner had installed a "helper spring" on the linkage to the carb. The governor adjustment screw is almost all the way out and the governor appears to work at low rpm but it just won't rev high. I can manually pull the linkage to the carb (overide the governor) to get it there. Also, the throttle lever on the dash has a strong spring under it and always pulls it to the HI mark, is this normal? If anyone has any ideas, I would certainely appreciate it. Thanks Joe
