ih 656 buy yes or no help

i have a chance to buy a 1971 656 wide front 3 pt clam shell fenders runs good but the owners suspect there is a valve problem starts good runs good for a while then starts to chug tractor was bought new and and 2 row picker was on it all its life.set for a while with picker kin folk withun last 6 mos put a 500.00 brake job on it after the picker was pulled and put the original wide front and clamshell fenders and 3 point on it,i havent seen it in 20 years but the paint is faded and the current owner claims there is a mecahnical t/a like the old 560s is this true? rear tires 85% whats it worth,it will never get posted because im first in line in front of 2 others paint is really faded but tin and chrome are nice 2750.00 would buy it,should I thanks anyone you helped before
