Got That 400 Diesel Home, BRAKES HELP!

I brought her home this weekend de-greases her took off the tin and started to work. Man that old tractor runs good! The rakes need work. There is lots of pedal but you can stand on them and it won't hardly stop. Someone told me the pads may not be bad something about a thing in there that throws the pads out. Any advice is helpfull.
