H 300 U hydraulic questions

i have only about 500 psi when trying to lift .i have IH-10 shop manual. in reading through testing and trouble shooting the shop manual says for testing disconnect all cylinders . are the lines to be capped ? i would think so but the book don't say . my tractor has a block bolted to the housing just in front of the brake pedals with 3 steel lines to the 2 forward valves ( 3 valve system ) . is this a check valve ? this is where i tapped into the system to get my pressure reading with a forward valve actuated . i have a parts manual and so far i haven't found this part . any checks i sould do before tearing into the safety valve and regulator . i bought this tractor last fall and am going over it before painting . all advice appreciated . bill
