Help! 240 Power Steering Not Working

I just got done installing a factory PS setup that I got from a salvage yard into my 240. I cleaned everything up and went thru the regulator,safety/flow control valve block. The pistons were stuck and found a broken spring in the auxiliary safety valve located in the flow control valve. I reassembled the valve according to the I/T manual. I thought all looked good, but when I started the tractor,NO power steering! I fiddled around,tried more RPM`s,nothing I did made the PS work. The fast hitch worked great, no laboring or anything. I then pulled on one of the hydraulic remote levers and guess what ,the PS works when one of the hydraulic levers are pulled and held. As soon as you let go of the lever and let the hydraulics go to neutral, the PS stops working. I`m stuck and don`t know what to do. Is it possible the flow control valve is plain worn out? The flow control valve didn`t look like a bad fit to me, but I`m no hydraulics expert. Or possibly a weak flow control valve spring?? I`m open to any and all ideas! Thanks,Mark
