Looking at a 826

The owner has mounted a blade on the front and big homemade cage for protection while cutting brush it looks like. It will only start with ether. Hot or cold. Just a touch of blowby. Not smoking other than a second after revving the motor. But the motor sounds strong. The power steering is not working, I guess after using the big 800 pound blade on front. The right brake seems to grab when steering with the brakes. And the tractor rocks a little after stopping, is that a bearing, seems like it could be low air in rear tire also. The left needs a pump but works smoother. Can't seem to stop the pto's is that a valve close the shafts? hooked up to a rope with a bunge cord to hold it up. decent tires, clutch and brake pedal pivots got a lot of wear, shifter is worn but grabs all the gears good, no sound that I could see. He wants 3750. I am planning on pulling a big disk and middle buster around 60 acres of semi cleared land. Should I go for it? tractor vet?
