IH TD6 problem

the fuel pump recently went out on my father's TD6 and we replaced it with a new one and now when the pump is turned on gas starts coming out of a hole on the bottom of the carburetor and when the thing is started it acts like it is choked and soon dies.. is there supposed to be a screw of some sort in the bottom of the carb or is somthing else wrong.. any thoughts would be appreciated
