1959 International model140

I am looking to purchase my first tractor? I have a lead on a 1953 IH 140 it's selling for $1900 with front push blade for snow and 6' finish belly mower/brush hog it has PTO. The owner states that it does not have live PTO but has a lever that disengages the mower so that it doesn't push the tractor almost sounds like live PTO to me! Owner states he's not really a knowledgeable tractor person either. The blade is hydraulic and has three blades. The belly mower is able to cut from about 4" to 10" high. I would like to put a front-end loader on it for light landscaping can this be done? Does any body have any information that they can offer? I would like to now where I can find specifics like horsepower and other technical information on this tractor. How does this compare to a Ford 8N or Ford 600. Thanks for you help
