charging woes

have an m. had generator, and v. regulator rebiult a few months back. replaced push button with key switch and got new battery. went out today and battery is dead. amp meter shows positive when key is turned on and it shows positve while running. this is the 3 or 4 range no higher. running neg ground.(is this wrong) it was that way during repairs of above mentioned parts. how can i tell if its pos. ground. should it not stay 0 when the key is turned on??
