Leaking carb on an IH 240

Just picked up my first tractor, Got an IH 240. It sat for about 7 years, but after fixing lots of little stuff, I got it running. I noticed when I tried to get it started that after cranking it I would loose about a tablespoon or so of gas from the throat of the carburator. I rebuilt the carb thinking the float was sticking. After rebuilding and fiddling with the carb I got it running. It's hard to start, but runs fine once started. However, it still leaks gas out of the carb if I crank it and it doesn't start. I want to get this fixed before I put the oil bath back on. As you can probably tell, I'm a rookie with these things and I would really like any advice someone is willing to offer. Thanks,
