Thanks For the help

the 10 + hp you'll get from an 1100 dollar propane head
maybe the cheapest hp you get . go to ebay and get one run 96 octane and a 29 venturi . you may have to
open the jet some but it's the easiest hp you'll get

Until you have your other problems solved forget the LP head. In first gear with the torque engaged you should be going in the low 2 mph range. You need to get it on a dyno. Then there is your configuration. That engine could be such a wide variety of things. It could still have 4" flat tops with the 8060 head or if it is a later 400 it could have 4.125" dome pistons with a the same head they used on the C-281. Your cam may be wore down and that would hurt you as well. Your governor may be wore out. We have few 400/450 tractors we have in the family and they run from 52 hp to 67 hp on the dyno. If you want help contact me. I enjoy helping people with stock tractors.
