R engine oilers

I'm putting an engine together that has sat for a while. The little spikes that oil the valves are only about half of them working. Are they supposed to be loose in there so oil can come around them? The working ones seem tight as well as the non working ones when trying to wiggle them with a pliers.
 
Yes they are supposed to be slightly loose. I believe the manual states to slightly twist or turn them to get them working if they aren't dripping enough. They may have a small amount of crud in them. I think originally they had a small strip of felt around each nail.
 
Alan K is correct in that each little brad or nail punched through the copper tube was wrapped with some felt in order to somewhat regulate the oil flow. When I restored my Z, I had to remove the tubes in each cylinder block to get them cleaned out. I then wrapped each hole with some felt and stuck the nails back through the holes. Works great.
