Hard starting 2030 gas engine

Starter cranks very slow, voltage drops to 4-5,pulls down battery to 8.50 volts. new battery cables, starter ign.switch. Feels like a drag on engine,also tried to crank engine with plugs out.Could use help,thanks
 
Cranking voltage should be 9 volts at the starter. Easiest way to check is to load-test the battery cable where it attaches to the starter. See if you can draw 300 amps there and maintain 9 volts.
 
If the battery voltage is dropping that drastically even with the plugs removed the starter may be bad. Depending on battery and temperature and engine compression and cable connections and grounds, I could see battery voltage dropping down to say the 9+ to 10+ volt range, but the voltage you're describing (8.5) is awfully low.

I always say remove, clean and wire brush and re attach each and every battery and starter and ground cable but it sounds like you already addressed that.

Next thing Id do is have the battery load tested to see if its okay.

If the battery and cables and connections and grounds and starter solenoid are alllllllll okay and she's dropping that much voltage while cranking, Id take a look at the starter solenoid and starter for problems such as excessive worn bushings allowing the armature to drag the field poles or a short in the armature etc.

Spend $15 on a hydraulic pump de-stroker.
The cause of the VD has to be found. What is the starter current while cranking?
Suspect battery is also very small or is failing .
 
Battery is new 700 cranking amps. Load test is good. I think the hydraulic pump may be the problem not sure.
