almost have the dash off and want to test the tach. if I attach a cable to the tach and the other end to a drill which way do I spin the drill? CW or CCW ?

I use a short cable and turn it will my fingers. You can see if it works don't have to be high speed.

The direction that makes the needle move the way you desire. Turning it by hand will not damage anything.
Yes, you will have to give it a real good twist to make the needle move.

Years ago when I had my gauges and tach out Fora paint job, I turned the tachometer up side down and sprayed dry graphite into the tach, it's still running many years later,
I also pulled the twist flexible cable out of the tachometer cable and gave it a good coat of dry graphite,

It turns counter clockwise. Do as Maxwell says. pull out cable and clean and put some graphite in the casing
