Just an update as to what I found. The key was sheared where the gear fastens to the steering shaft arm. It is a stepped key. 5/16 in the shaft & 1/4 in the gear. Is this normal? I would like to get the gear broached to 5/16 too but it is so hard a file won't touch it.
 
Put in a larger key, so the next time something a lot more expensive breaks? Probably made like that for a reason.
 
Never had one of those open but I have 2 of them on hand since I have a pair of C parts tractor on the place
 
As hard as those gears come off normally for me I would think it had other issues to cause it to shear the key,
